What does a State Delegate do?

State legislatures serve three primary functions:

What Fairfax County needs from the State:

Fairfax County provides a “legislative Program” that details what the county government priorities regarding the maintenance of it’s strong partnership and promoting economic development with the Commonwealth of Virginia:

Economy

  • State Budget re-balancing, county cites “State aid to localities decreased by $1 billion between 2009 – 2016”
  • Support full funding of the ‘Commonwealth’s Development Opportunity Fund’, help expand and retain jobs in the county
  • Allocation of statewide revenue citing HB2313 as a critical piece of legislation  ensuring NoVA continues to receive its fair share

Education

  • Reducing the fiscal burden on localities on quality education
  • Restoration of funding for Cost of Competing Adjustment (COCA), for support personnel and competitive salaries
  • Increased state resources for early childhood education programs and school divisions w/ high number of English language learners

Healthcare

  • Increase funding for crisis stabilization units – Crisis Intervention Team (CIT)
  • Support to address epidemic of heroin and opioid use through community treatment
  • Expansion of the “Diversion First” program, offers alternatives to incarceration for people with substance use disorder

Transportation

  • Maintain adequate funding for WMATA, NVTA, and other critical transportation projects
  • Support revisions to Virginia’s existing pedestrian law, clarifying the responsibilities of both drivers and pedestrians
  • Oppose any legislation that would require the county to be responsible for secondary road construction and maintenance

Taxation

  • Support legislation to protect the financial interest of local governments based upon declining revenues in communication sales and use tax
